David B. Robison Named Chief of Appeals

WASHINGTON - The Internal Revenue Service announced today the selection of David B. Robison as Chief of Appeals. Appeals serves as the administrative forum for any taxpayer contesting an IRS compliance action.

“David B. Robison brings a wealth of experience to Appeals with his 30-year background in IRS programs and operations,” said IRS Commissioner Charles O. Rossotti. “His skills will help Appeals as they complete the modernization effort.”

Robison will oversee the operations of two work units designed to meet the special needs of Appeals´ customers. These include:

  • General Appeals Programs, which consider cases from the Small Business/Self-Employed Division, the Tax Exempt and Government Entities Division and the Wage and Investment Division.
  • Large Business & Specialty Programs, which specifically focus on cases originating in the Large and Mid-Size Business Division and address the needs of taxpayers with assets over $10 million.

Robison formerly served as the Assistant Director of the IRS Manhattan District and as a Revenue Service Representative in Riyadh, Saudi Arabia, which led to his appointment as Director of the IRS International District in Washington, DC. He was the Chief, Examination in Boise, ID, and St. Paul, MN. His most recent assignment was as Director of the Large and Mid-Size Business Division, Financial Services Industry, in New York City.

Appeals marks its 75 th anniversary this year. It offers fair and impartial assistance to resolve tax controversies without litigation, through faster case resolution and additional alternative dispute resolution initiatives designed to accommodate taxpayer needs.
