IRS Fills Top Counsel Slots in
Two Largest Operating Divisions

WASHINGTON - The Internal Revenue Service today announced the appointment of Kirsten B. Wielobob to the post of Division Counsel for the agency´s Wage and Investment Division and the selection of Kevin M. Brown as Division Counsel for the Small Business/Self-Employed Division.

In their new roles, Wielobob and Brown will serve as principal advisors to the Commissioners of the IRS´s two largest operating divisions. Wielobob will focus on legal issues relating to wage earning and investing individuals. Brown will offer legal counsel in matters involving self-employed individuals and small businesses, including corporations and partnerships with assets of $5 million or less.

“Kirsten and Kevin bring a unique blend of skills and expertise to these key positions in the newly reorganized IRS,” said IRS Commissioner Charles O. Rossotti.

Wielobob served as the Special Counsel to the Office of the National Taxpayer Advocate prior to assuming the Division Counsel position. She began her IRS career in 1997 as an Assistant to then Commissioner Margaret Milner Richardson and served as an assistant to Rossotti from 1997 through 1999.

Before joining the IRS, Wielobob practiced law in Washington, D.C. with the firms of Burt, Maner & Miller and Baker & McKenzie. Her areas of practice included corporate and international tax matters.

Wielobob received a juris doctor degree from George Washington University Law School and a bachelor´s degree from Smith College. She is a member of the bar in Massachusetts and the District of Columbia.

Brown joined the IRS in 1998 and served as an assistant to Commissioner Rossotti during the development of the IRS Restructuring and Reform Act of 1998 and the review of the IRS Criminal Investigation Division. Prior to coming to the IRS, Brown worked at the Justice Department where he was an attorney in the Tax Division´s Appellate Section before being named Counsel to the Assistant Attorney General for Appellate Matters.

Brown received a juris doctor degree from Boston College Law School and a bachelor´s degree from Hamilton College. He is a member of the Bar in Massachusetts and the District of Columbia. In his new position, Brown will oversee 550 attorneys and paralegals located in 49 cities across the country.
