Boswell and Rothwell to Head IRS
Agency-Wide Shared Services Function

WASHINGTON - The Internal Revenue Service today named William E. Boswell Chief of Agency-wide Shared Services and selected Gregory D. Rothwell as deputy for the organization.

An integral component of the IRS modernization effort, the Agencywide Shared Services function will provide facilities, procurement, some personnel and other shared services to all other organizational units within the IRS. Boswell and Rothwell will oversee a nationwide staff of approximately 5,200 IRS employees as they design and develop administrative programs for all internal IRS organizations. The annual average budget for shared services is $1.3 billion.

“Bill and Greg will bring a wealth of talent and experience to the Shared Services organization,” said Charles O. Rossotti, Commissioner of Internal Revenue. “Bill Boswell has had a very successful career in the private sector including his most recent job of creating a customer-oriented shared services organization in a large oil company. Greg has many years of experience in the Federal Government running effective procurement and other service programs.”

Boswell is a Certified Public Accountant with 30 years of experience in the areas of management, planning and control, finance and accounting, and human resources. Since 1997, he has served as Senior Vice President, Shared Services for BP America, Inc.

Boswell is a graduate of Virginia State University and earned a master’s degree in business administration from Case Western Reserve University. He also completed the University of Michigan’s Executive Program. Boswell’s IRS appointment begins on October 1, 1999.

Rothwell has been the IRS Assistant Commissioner (Procurement) since 1990. Prior to joining the IRS, he held positions with the Office of Thrift Supervision, the Federal Home Loan Bank Board and the Department of the Interior.

A graduate of Marymount College, Kansas, Rothwell went on to earn a master’s degree in public administration from Denver University. He also completed the Department of the Interior’s Senior Executive Service Development Program.
