IRS to Streamline Management of Field Offices

WASHINGTON - The Internal Revenue Service announced today that it will streamline the management of its field operations to reduce executive, managerial and some managerial support positions. The seven existing regional headquarters will be consolidated into four on October 1, 1995. By September 30, 1996, there will be 33 district headquarters offices instead of the current 63. "We recognized the need to streamline our agency and reduce overhead as part of our efforts to provide better service to taxpayers and accomplish our mission," IRS Commissioner Margaret Milner Richardson said. Also part of its efforts to provide better service to taxpayers in 1993 the IRS announced other streamlining:

  • three computing centers for data processing and electronic returns, instead of 12;
  • five submission processing center for paper returns, instead of the 10 current service centers;and
  • 23 customer service centers to provide assistance and handle account-related matters by phone, instead of the 70 telephone sites in 44 geographic areas.

The consolidation announced today primarily affects IRS management and management support structures, not employees who work with taxpayers. IRS offices that interact with the public will remain in place.

As a result of the announced changes, the IRS will use its resources more efficiently by eliminating executive and top-level management positions, merging management of support operations and moving personnel to front-line activities. The consolidation will also give the IRS greater flexibility to redirect resources in the future in response to shifting trends.
